Bhim’s Stand and Strategy
When an officer comes and asks what the people’s plan is, Bhim reacts that if all the officers stand with their guns, then anyone can understand.
Kulkarni sir then offers that Bhim will enter the building by himself, while everyone else stays outside, to which Bhim smiles in agreement while holding the bag.

Karuna asks Jija Bai what would happen if they all returned after drinking alcohol and it burned them.
Inside the Police Station
Bhim replies that he will show them what is inside the bag when Kulkarni saheb orders him to throw it, and they all head to the police station.
Shishupal says that Meghnath is going inside so he should see if Bhim is creating a scene or talking with facts. Deepak says that they should all stand outside and chant that they want education.
They all begin chanting it. Meghnath arrives with his men and is happy that they were stopped outside; otherwise, they would all go with Bhim and create a scene. They are happy that their leader went alone because now what could he do.
Bhim’s Meeting with
Kulkarni Sir says that Bhim is arguing that the officer is incorrect in what he is saying, but that what the people are doing outside is correct. Meghnath then brings up Bhim Rao’s habit of provoking up trouble to get his work done. Bhim asks what happens when a person’s bones are broken, to which the officer responds that they yell.
Bhim then turns the bag inside out to reveal the pieces of paper that the men had broken on the officer’s orders. Bhim asserts that dreams and wishes are equal to bones, and that breaking them hurts. People speak or shout but they are not shouting; rather, it is their pain.
Khulkarani sahab warns Bhim that although it must have taken him a long time to reach this position, he is comparing himself to people who just started studying, and they expect him to be just even if his officers and people of stature put pressure on him. Kulkarni sahab says that Bhim thinks that these people will become the president. Bhim responds that even Kulkarni sahab did not become one.
When Meghnath tells Bhim not to go and to pick up the parchment from the floor, Bhim walks out of the police station. Khulkarani says he will first put all these people in jail. Bhim asks what is their fault since they haven’t done anything wrong. Kulkarni sahab says he can put them all in jail without any fault.
Outside the Police Station
The constables are attempting to force the people inside, and while Ram is attempting to assist them, Bhim arrives and announces that Kulkarni sir is going to answer for this. Kulkarni responds that he is not afraid of anyone and can lock them all up.
Bhim claims to know where he gets his strength—from his own identity, from the officers, and from people like Meghnath, with whom he feels he has become extremely strong.
The Challenge
Meghnath reminds Bhim of this. Bhim responds, saying he will challenge them and if he succeeds, these people won’t ever study; if he fails, he won’t ever stop them. Ram says he should accept it, and Ramji explains that if Kulkarni sahab believes he is that powerful, then he should accept it.
Kulkarni sahab tells him to be quiet, but Ramji remembers that Bhim ordered them all to bother Kulkarni sahab in the morning, and he asks what that would mean for him to have so much power.
Puran asks, “What does it mean to have so much power?” Shobha surmises that it must mean that Bhim came up with some sort of plan. Bhim responds, telling them to accept their situation or fold their arms in front of them. Kulkarni responds, “I can accept all of their conditions.”
Bhim goes on to explain that the educational system will administer a test, and if the students pass, Kulkarni sahab will not discontinue their education.
Conclusion:
Leave it! Shobha interrupts Rama, saying that even she lacks the strength. Bhim tries to stop Shobha when Khullani demands that she give something in exchange for Bhim’s challenge.
At this point, Kulkarni, Meghnath, and Adhikari laugh at Bhim, claiming that his self-respect has been destroyed in front of all of the supporters. Bhim promises Kulkarni that
Rama replies that if her husband loses, he can laugh again. Kulkarni responds that he has a condition: if even one of the students fails, Bhim will not talk about education.
Bhim accepts the challenge and leaves, raising concerns in Kulkarni’s mind. Bhim claims that he will guarantee Kulkarni that his people will take the exam; if not, he will not even talk about education in the future.
